Rep. Valdez Discusses Upcoming Legislation with Chamber Energy and Environment Council

The Colorado Chamber’s Energy and Environment Policy Council met Wednesday to discuss upcoming legislation for the 2025 session and received a regulatory update from Chamber staff. The council also heard from Rep. Alex Valdez, Chair of the House Energy and Environment Committee.

Rep. Valdez outlined his priorities for the session, discussed budgetary challenges at the Capitol and answered members’ questions about future proposals. He also highlighted the passage of House Bill 1040, a Colorado Chamber-supported measure that promotes funding for innovations in clean energy technology to ensure the state’s infrastructure can meet growing energy demands while maintaining affordability.

HB 1165Amend to Support

The bill creates an enterprise in the Department of Natural Resources to manage geologic storage sites and requires geologic storage operators to pay annual stewardship fee for each ton of CO2 injected into the ground. The bill also makes several updates to laws concerning underground geothermal resources. The Chamber helped amend the bill’s language regarding transfer of ownership and liability and has moved to a support position.
