CPR: Plan to curb rising energy rates faces stiff resistance from Xcel Energy, organized labor

A bill to reauthorize a state regulatory agency is running into opposition from Xcel Energy over provisions that could lower electricity bills — and cut into the company’s profits.

That section is just one part of HB26-1326, a bill to reauthorize the Colorado Public Utilities Commission, which oversees thousands of businesses. Those include monopoly utilities, ride-share operators, telecommunications giants, towing companies and other private entities.

During hours of testimony, the Colorado Chamber of Commerce said more securitization could saddle consumers with extra long-term costs. Labor unions said any dip in Xcel spending could threaten their work with the company.
