Colorado Chamber Policy Councils Discuss Environmental Legislation

The Colorado Chamber’s Energy & Environment and Regulatory Affairs Councils held their last meetings of the 2025 legislative session this week to discuss key legislation.

The Regulatory Affairs Council received updates on legislation that would reinstate emissions requirements for large buildings and increase the regulatory burden for Colorado building owners. The group also discussed landfill methane regulations and upcoming gas capture system requirements. Chamber staff provided an update on the Regional Air Quality Council’s plans to consider implementing the state’s first rules to limit “indirect sources” of emissions.

The Colorado Chamber took a position on the following bill:

HB 1332: Amend

The bill creates the State Trust Lands and Recreation Work Group within the Department of Natural Resources to study opportunities to advance conservation, climate resilience, biodiversity and recreation on state trust lands. The Colorado Chamber would like the bill amended to acknowledge existing and possible future leases held by extractives industries.
