We’re one step closer to passing the Chamber’s regulatory reform initiative after our bill recently cleared the full Senate! Senate Bill 137 is now making its way through the House and is schedule to be heard in the House Business Affairs & Labor Committee on Wednesday, April 22.
SB 137 is the Colorado Chamber’s priority legislation for 2026 and builds on several years of Chamber research examining the impact of state regulations on Colorado’s business climate. The Chamber’s most recent report found Colorado is still the sixth most regulated state in the nation, with regulations continuing to grow. The same research found that nearly half of state regulations are excessive or duplicative, creating unnecessary costs for businesses and consumers.
SB 137 takes a practical approach to addressing this issue by improving how state agencies review their existing regulations. The bill creates clearer standards for evaluating whether regulations are outdated, duplicative or overly burdensome, and ensures agencies regularly review their rules and justify their continued need.
The Chamber’s goal with this bill is to bring meaningful regulatory relief to the business community statewide. This approach helps ensure regulations remain effective and necessary while reducing unnecessary complexity for employers.
